About this opportunity
The Department of the Interior Bureau of Land Management seeks an Indefinite Delivery/Indefinite Quantity contract for off-range corral services supporting wild horses and burros in Region 5 (Maine, New Hampshire, Vermont, Massachusetts, Connecticut, Rhode Island, New York, Pennsylvania, Delaware, New Jersey, and Maryland), with proposals now due June 12, 2026 at 5:00 Eastern Time, per Amendment 0005 issued May 28, 2026.
This is an unrestricted acquisition open to all large and small businesses. The five-year contract carries a cumulative regional maximum of $3,500,000 with a $10,000 minimum guarantee per contractor. Small business participation targets are 42% small business overall, 5% small disadvantaged business, 5% women-owned small business, 5% service-disabled veteran-owned small business, and 3% HUBZone.
Contractors must own land or hold long-term lease agreements and bear all infrastructure, capital improvement, and equipment costs, which must be incorporated into unit pricing; the government provides no separate funding for facilities. Each offeror must propose a single maximum facility capacity between 120 and 400 wild horses and burros. Pricing is firm fixed price with four contract line items: per-horse, per-day care (including feed, water, shelter, and labor); veterinary services (not to exceed $350 per animal per year); hoof trimming; and carcass disposal. Year one proposals must exclude capital costs and reflect operational expenses only. Contractors must provide workers' compensation, commercial general liability coverage (minimum $500,000 per occurrence), and automobile liability ($200,000 per person/$500,000 per occurrence).
Evaluation employs two phases: Phase One assesses facility land control (7.5-year minimum documentation) as pass/fail; Phase Two evaluates technical capability, past performance, small business participation, and price, with technical capability weighted more heavily than past performance and small business participation combined, both of which significantly outweigh price. Facility-land adequacy is a screening factor. Proposals must be submitted electronically in five separate volumes (maximum 50 pages for technical proposal, 10 pages for small business plan). Contracting Officer is Lisa Turner at lturner@ios.doi.gov. Questions received by May 13, 2026 will be answered by May 20, 2026. NAICS 115210; PSC F016.
