About this opportunity

The Bureau of Land Management is seeking qualified contractors to provide off-range corral (ORC) support services for wild horses and burros across six separate regions in the Eastern States through a Request for Proposal anticipated to be released on February 19, 2026. The procurement will cover animal housing, care, feeding, facility maintenance, veterinary services, and mandatory BLM training across Kentucky, Tennessee, West Virginia, Virginia, North Carolina, Iowa, Missouri, Illinois, Indiana, Ohio, Arkansas, Louisiana, Mississippi, Minnesota, Wisconsin, Michigan, and the northeastern states from Maine through Maryland and Florida through South Carolina. Contractors must provide land, facilities with quarantine and holding pens, feed, minerals, water infrastructure, and additional services including sorting, segregation, loading, and hoof trimming. Selection will be based on best value evaluation considering technical capability, past performance, small business participation and subcontracting plans, and price. The proposal closing date is April 20, 2026, and all offerors must maintain active registration in the System for Award Management (SAM), with questions directed to contracting officer Lisa Turner at lturner@blm.gov.

This procurement includes no small business set-aside designation, and the government anticipates awarding one or more contracts per region on a Firm-Fixed Price Indefinite-Delivery Indefinite-Quantity basis. Each regional corral must be capable of housing between 120 and 400 wild horses and burros annually, with the contract period of performance running five years from July 1, 2026 through June 30, 2031. No current incumbent or estimated budget range is disclosed in the pre-solicitation notice. The opportunity covers six distinct geographic regions, each identified with separate request numbers, allowing the government flexibility in determining final award quantities and values. Interested contractors should monitor the BLM website for the formal RFP release and prepare comprehensive proposals addressing the technical, past performance, and pricing evaluation factors.
