About this opportunity
The Bureau of Land Management seeks off-range corral support services for wild horses and burros in Region 2 (Iowa, Missouri, Illinois, Indiana, and Ohio), with proposals due June 24, 2026. This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with no set-aside category, awarded to one or more contractors on a best-value basis.
The contract term is five years (base year plus four one-year renewal options) with a cumulative maximum value of $4,000,000 across all Region 2 awards and a $10,000 minimum guarantee per contractor. Contractors must maintain legal control of land and facilities for the entire performance period and demonstrate the capacity to support a minimum of 120 animals up to a maximum of 400 wild horses and burros annually. All infrastructure and facility costs are the contractor's responsibility; the government does not fund construction, land preparation, or equipment. Pricing is firm fixed price, structured as four CLINs: care and feeding at a single unit price per animal per day (365 days annually for five years), veterinary services capped at $350 per animal per year (government evaluation quantity 400 animals), hoof trimming (estimated 50 animals per year), and carcass disposal (estimated 3 animals per year). Contractors must maintain animals in Henneke condition score 5–7 and provide quality hay at 2–3 percent of body weight on a dry matter basis.
Evaluation is two-phase. Phase One screens facility and land control as acceptable or unacceptable. Phase Two applies weighted factors: technical capability (most important), past performance, small business participation (minimum goals: 42% small business, 5% small disadvantaged business, 5% woman-owned small business, 5% service-disabled veteran-owned small business, and 3% HUBZone), and price. Past performance may include non-federal experience such as commercial livestock care, rescue operations, or non-profit animal-care work. Contractors must carry workers' compensation with minimum $100,000 employer's liability per accident or disease, commercial general liability of $500,000 bodily injury per occurrence, and automobile liability of $200,000 bodily injury per person and $500,000 per occurrence, with proof of insurance required prior to performance start. Proposals must be submitted electronically in five volumes (business, technical not exceeding 50 pages, past performance, small business participation plan not exceeding 10 pages, and pricing) to lturner@ios.doi.gov. The NAICS code is 115210, Support Activities for Animal Production, and the PSC is F016, Natural Resources/Conservation—Wildhorse/Burro Control.
