About this opportunity

The Department of Education's Institute of Education Sciences (IES) is seeking interested parties to provide services for three new What Works Clearinghouse (WWC) contracts planned for Fiscal Year 2025. The first contract, WWC Supporting and Analyzing Grantee Evaluations (WWC-SAGE), will provide technical assistance to evaluators of projects funded through evidence-building grant programs. The second contract, WWC Reviews of Individual Citations of Evidence (WWC-RICE), will conduct WWC reviews of individual studies requested by the Department. The third contract, WWC Hub of Evidence to Assist Teachers of English Language Arts and Literacy (WHEAT-ELAL), will support an evidence hub on English language arts and literacy instruction and intervention. The RFI seeks information on interested parties, their qualifications, and pricing considerations, with responses due by June 14, 2024. IES plans to award the new contracts by November 1, 2024 (SAGE), May 1, 2025 (RICE), and August 1, 2025 (WHEAT-ELAL), with a 60-month period of performance and potential option periods.

This is a pre-solicitation notice, and there is no set-aside designation. The agency did not provide any information about potential incumbents or current contractors, award values or budget ranges, or specific quantities of goods or services. The notice indicates this is a request for information only and does not constitute a commitment to conduct a future solicitation.

Revised 5-23-24

The Department received the following question regarding the RFI sent and has provided the following response:

Question: The RFI notes that the WWC-SAGE contract will have a period of performance of 60 months and include option periods to support additional cohorts of grantees from the EIR, PSSG, or similar programs. Can IES confirm that WWC-SAGE will be released as a single, stand-alone contract with option periods rather than a BPA or IDIQ with multiple BPA/IDIQ holders and task orders? The response to this question is important because it affects how bidders will partner on the opportunity.

Response: The Department intends on awarding WWC-SAGE as a single, stand-alone contract with option periods extending to 60 months, rather than as a multiple-award BPA.

No other changes made.
