About this opportunity

The Department of State Office of Acquisition Management has awarded a sole-source task order to Nakupuna Federal LLC under GSA MAS contract 47QTCA26D003Q for data systems support services to the Bureau of Western Hemisphere Affairs, on a Time and Material basis.

The justification rests on unusual urgency. Following discovery on July 10, 2026, that option periods of certain SBA 8(a) task orders could not be lawfully exercised, the Department faced an immovable September 1, 2026 operational start date that precluded competitive procurement. Market research confirmed Nakupuna Federal LLC as the sole GSA Schedule source capable of delivering the complete requirement within the compressed timeline while possessing the necessary security clearances, relevant experience, available staffing, familiarity with Department systems, and mobilization capability.

Scope includes modernizing SharePoint and Microsoft 365 environments; developing M365/SharePoint technical strategy and governance; coordinating SharePoint administration and data management; developing SharePoint solutions using SPFx, PnP, REST/Graph APIs, and client-side frameworks such as React; building automation with Power Automate and applications with Power Apps; enforcing Department security policies; managing network drop activations and troubleshooting OpenNet, VPN, and Red Phone issues; designing graphics for multimedia formats; configuring and supporting Apple devices with Mobile Device Management; and managing MDM migration from VMware Workspace ONE to Microsoft Intune. Some personnel require Secret or Top Secret clearances and must maintain facility clearance as specified in DD Form 254. The period of performance is 12 months, consisting of a 6-month base period and a potential 6-month extension. The Department plans to compete a firm-fixed-price small-business set-aside replacement requirement among eligible GSA Schedule contractors, with transition concluding by September 28, 2027.

Notice text

Continuation of this requirement is essential and supports the use of a sole-source approach because the requirement necessitates systems support services provided by personnel with the knowledge and capability to identify, analyze, and execute accepted principles, methods, and guidelines for the Bureau of Western Hemisphere Affairs (WHA/EX).

Awarded contract 19AQMM26F1435 to unknown vendor for unknown amount on 2026-09-28.
