About this opportunity
The Indian Health Service, under the Department of Health and Human Services, is seeking to procure optical lenses, frames, and associated eyeglasses products for the Wewoka Indian Health Center's Optometry Department. The contractor must demonstrate technical capability to meet comprehensive requirements including providing consignment inventory of approximately 200 frames (20 unisex, 80 women's, 70 men's, and 30 children's) in mid-range pricing with semi-annual updates at no charge, fabricating lenses from multiple materials (plastic, polycarbonate, high index, and glass) in various styles, and delivering completed orders within 7-10 days. Additional key requirements include maintaining a toll-free service line staffed 8:00 a.m. to 4:30 p.m. Monday through Friday, conducting annual in-person or virtual visits to the site, offering one-year warranties covering frame and lens defects with free redos for laboratory errors, and accepting multiple payment methods including tribal funds and credit cards via QR codes. Evaluation will be based on technical capability (with particular emphasis on warranty and guarantee offerings), past performance as demonstrated through CPARS records, and pricing that is fully inclusive of order forms, pre-paid shipping labels, and complementary cases. Quotes must be submitted by March 16, 2026 at 2:00 p.m. CDT to Mary Ann Yocham, Contract Specialist, at maryann.yocham@ihs.gov, and all contractors must be registered in the System for Award Management database.
This procurement is designated as an Indian Small Business Economic Enterprise (ISBEE) set-aside, limiting competition to qualifying Native American-owned businesses. The contract is structured as a five-year firm fixed-price blanket purchase agreement with a period of performance from May 8, 2026 through May 7, 2031, with identical annual quantities estimated across all five contract years based on the detailed pricing schedule provided. The solicitation does not publicly disclose an explicit total award value; however, the pricing schedule itemizes estimated annual quantities across multiple lens types and coatings, ranging from single units for specialty items to 136 units for standard single vision clear lenses. The place of performance is Wewoka, Oklahoma, located at 74884, and the contractor must comply with special security and confidentiality requirements specific to the IHS facility. The product service code is 6540 (Ophthalmic Instruments, Equipment, and Supplies), and the North American Industry Classification System code is 339115 with a 1,000-employee size standard for small business purposes.
