Update #2 ·

NOTE: THE POSTING TITLE CONTAINS THE INCORRECT SOLICITATION NUMBER. THE CORRECT SOLICITATION NUMBER IS: GS-03P-15-AZ-C-0031.

The General Services Administration has received funding and project approval for the purchase of Wetland Mitigation Credits in anticipation of impacts to the watershed with HUC number 03010201, the Nottoway River in the Chowan River Basin resulting from an upcoming construction project.

The Government seeks to contract for the purchase of mitigation credits in either the aforementioned watershed, 03010204 (Meherrin River in the Chowan River Basin), or 03010202 (Blackwater River in the Chowan River Basin). The Scope of Work will require the contractor to furnish all professional services for the provision of mitigation credits in support of the Department of State's Foreign Affairs Security Training Center (FASTC) in Blackstone, Virginia. The contractor shall provide all management, supervision, labor, materials, supplies, and equipment, (except as otherwise provided), and shall ensure performance of all services described in the Statement of Work. It is estimated that 10.58 acres of wetland mitigation credits will be required along with 5,029 linear feet of stream credits.

The responding credit banks need not be able to supply all wetland and stream credits and it is expected that the Government will need to utilize more than one source to satisfy its entire requirement.

Proposals will be evaluated with price being the determining factor. Credits must be provided for one of the above referenced water sheds in the following order of preference:

1. Small businesses supplying credits in the directly-affected watershed (HUC 03010201)

2. Other-than small businesses supplying credits in the directly-affected watershed (HUC 03010201)

3. Small businesses supplying credits in the other identified watersheds (HUCs 03010204 and 03010202)

4. Other-than small businesses supplying credits in the other identified watersheds (HUCs 03010204 and 03010202)

The Government reserves the right to conduct discussions if the Contracting Officer determines them necessary.
