About this opportunity
The Defense Health Agency is seeking proposals for Wet Chemistry and Immunoassay Platform Lease and Cost-Per-Reportable-Result (CPRR) Testing Services to support the 6th Medical Group at MacDill Air Force Base, Florida. The procurement requires contractors to provide one new mid-volume integrated Chemistry/Immunology platform or separate Chemistry and Immunoassay platforms, along with all necessary reagents, consumables, installation, maintenance, and technical support to perform over 25 different clinical laboratory tests including comprehensive metabolic panels, thyroid tests, and lipid profiles. Contractors must meet strict cybersecurity requirements including Risk Management Framework (RMF) authorization, vulnerability scanning, and compliance with DoD cybersecurity regulations. The evaluation will be conducted using a best-value approach with four primary factors: Technical capabilities (including conformance to requirements, information assurance, and design quality), Past Performance, Business considerations (pricing reasonableness and completeness), and Administrative compliance. Quotes must be submitted through GSA Advantage eBuy by 11:00 AM on October 14, 2025, under solicitation number HT940625QE010.
This procurement is set aside for Women-Owned Small Business (WOSB) enterprises, with no incumbents or current contractors identified in the documentation. The contract will be awarded as a firm-fixed-price agreement covering a 4-month base period from June 4, 2026 through September 30, 2026, followed by five option periods extending through December 3, 2031, totaling approximately 5 years of potential service. The estimated annual test volumes range from 1,000 to 18,000 tests across various analytes, with the platform required to process more than 25 HbA1C tests per hour while maintaining minimal daily maintenance requirements. The contract includes quarterly deliveries of reagents and supplies to the MacDill Laboratory, with the contractor responsible for all equipment installation, operational qualifications, and ongoing technical support. While specific award values are not disclosed, the comprehensive nature of the multi-year laboratory services contract suggests substantial value given the specialized medical equipment and consumables required.
