The solicitation (RFQ W9128F25QA008) requires removing and disposing of remaining fuel, cleaning two 210,000-gallon Jet A fuel tanks, replacing wiper seals, and conducting aboveground storage tank (AST) inspections per API 653 standards. Contractors must provide an API 653 Certified Inspector and demonstrate expertise in fuel tank maintenance through three references from similar projects completed within the past five years. The evaluation criteria will focus on technical capability (inspector expertise and certifications), relevant experience, and price reasonableness. The contract is a 100% small business set-aside under NAICS code 541990 with a 210-day period of performance from contract award. The work will be performed at Westover Air Reserve Base, involving two identical tanks (Facilities 7721 and 7722), each containing approximately 500 gallons of fuel to be transferred or disposed of during the project. While no specific award value is mentioned, the contract will be firm-fixed-price with monthly invoicing permitted for completed milestones. The tanks require comprehensive services including ultrasonic testing, roundness surveys, internal floating roof seal replacement, and detailed inspection reporting. Contractors must coordinate with installation personnel, work Monday through Friday from 0730-1630 (excluding federal holidays), and maintain appropriate security clearances for base access.
