About this opportunity
The U.S. Army Corps of Engineers, New England District, issued this Special Notice to announce an Industry Day event for the West Point Thayer Hall Demolition and Construction Project. The event is scheduled for November 14, 2025, and represents an important early engagement opportunity with industry stakeholders regarding a significant federal construction initiative. This Special Notice is not a contract solicitation or promise of work, but rather an informational gathering designed to solicit industry input on project execution strategies. The project involves the deconstruction and reconstruction of the historic 1911 Thayer Hall at the U.S. Military Academy, with an anticipated construction cost exceeding $500 million. The construction contract is expected to be awarded in fiscal year 2027, with demolition beginning while design efforts continue and reconstruction anticipated to commence in fiscal year 2028.
The Industry Day's primary objective is to gather input from the construction industry on best practices and technical approaches related to project execution, specifically focusing on demolition strategies, early contractor involvement methodologies, and selection criteria for a best value solicitation. Attendance is restricted to general contractors, who may bring up to two representatives from subcontracting teams, with a maximum of five total attendees per company. All interested participants must pre-register by email to Lauren Jacobs at lauren.a.jacobs@usace.army.mil no later than November 7, 2025, providing company information, contact details, role in the construction industry, and indication of interest in one-on-one meetings scheduled on a first-come, first-served basis. The event includes a presentation and site visit from 10:00 AM to 12:00 PM, followed by individual 20-minute meetings with the Project Delivery Team from 1:00 PM to 5:00 PM. This event is offered at no cost and represents an opportunity for contractors to understand project complexities including utility management, historic facade preservation, and an 18-month demolition window.

Update 11/12/25:
For those participating in the one-on-one meetings, the potential questions are as follows:
1.Potential Demolition – constrained by 18-month window
How would you approach demolition within an 18-month window?
How would you approach asbestos/lead abatement to save on schedule?
Considering the exterior granite walls, do you see a cost or schedule benefit to preserving the façade with a partial demo vs full demolition?
What innovative method would you recommend to remove debris (transportation method) to support the schedule?
There are complexities with utility lines. What suggestion do you have for rerouting or maintaining utility continuity during the demolition period?
Any other suggestions?
2.Have you been involved in an early contractor involvement (ECI)? Do you have any lessons learned that you’d be willing to share?
3.For a best value solicitation, do you have any suggestions related to possible selection factors for the solicitation?
UPDATE:
The event will be held at 10:00am on Nov 14 at Thayer Hall. Additional information will be provided via email to those who register for the event.
This project involves the deconstruction and reconstruction of the historic 1911 Thayer Hall at the U.S. Military Academy, replacing later additions while repairing the building’s original architectural integrity. The new facility will provide modern instructional, administrative, and support spaces, including classrooms, labs, offices, and collaboration areas, to address a significant instructional space deficit. Designed for accessibility, sustainability, and a 40-year service life, the project will integrate advanced building systems and adhere to DoD and historic preservation standards. With an anticipated construction cost exceeding $500 million, the project will modernize and expand Thayer Hall to meet contemporary academic needs and improve the overall efficiency and functionality of the Academy’s instructional facilities. The construction contract is anticipated to be awarded in FY27, with demolition beginning while final design efforts are still underway, and reconstruction expected to begin in FY28.
