About this file

This document is a presentation by the U.S. Army Corps of Engineers (USACE) regarding the Thayer Hall reconstruction project at West Point. The project involves a full reconstruction, modernization, and expansion of the existing 350,000 square foot, four-story Gothic Revival-style building originally constructed in 1911. The renovation will transform Thayer Hall into a modern academic hub for humanities, featuring classrooms, office spaces, collaboration areas, and a 1,400-seat auditorium.

The project will utilize an Integrated Design & Construction (IDaC) procurement approach, similar to Early Contractor Involvement (ECI), with a Fixed-Price Incentive (FPI) contract. The current timeline includes site investigations in FY26, design phases from FY26-FY28, demolition award in December 2026, and construction start in July 2028, with project completion expected in Q4 FY33. The project faces technical complexities including utility management, historic granite façade preservation, potential use of explosives, and site constraints. The USACE team will conduct one-on-one interviews to gather contractor insights on demolition strategies, early contractor involvement lessons learned, and potential solicitation selection factors.

• The function of the chimney needs to remain.

• Out of step w/ modern university design:

• Outdated HVAC

• Inefficient interior design space and building envelope deficiencies

• Lacks flexibility

• Poor hazard performance

• Poor AT/FP compliance

• Program Requirements:

• AE Design (award NOV 2025)

• Demolition design concurrent with 15% design and PDR

• Construction Contract to be awarded FY27 for Demolition

• Final Reconstruction Contract to be awarded FY28

• Technical and Coordination Complexity

• Utilities: existing and new, including central utility plant connected to south end

• Historic granite façade

• Use of explosives

• Space constraints of site including RR

• Debris removal and material delivery

• Removal/abatement of existing construction materials

• Central utility plant connected to south end

Integrated Design & Construction (IDaC) Procurement

• Simplified version of Early Contractor Involvement (ECI).

• Similar to Construction Manager at Risk methodology.

• The A/E and Construction Contractor are under separate contracts with Government, with the Construction Contractor contracted early in the design phase.

• Between the design phase and construction, negotiations occur to exercise a construction option line item.

• This is a Fixed-Price Incentive (FPI) type contract, evaluated using Best Value Tradeoff source selection evaluation procedures.

1:1 Interview Questions

1. Potential Demolition – constrained by 18-month window

• How would you approach demolition within an 18-month window?

• How would you approach asbestos/lead abatement to save on schedule?

• Considering the exterior granite walls, do you see a cost or schedule benefit to preserving the façade with a partial demo vs full demolition?

• What innovative method would you recommend to remove debris

(transportation method) to support the schedule?

• There are complexities with utility lines. What suggestion do you have for rerouting or maintaining utility continuity during the demolition period?

• Any other suggestions?

2. Have you been involved in an early contractor involvement (ECI)?

Do you have any lessons learned that you’d be willing to share?

3. For a best value solicitation, do you have any suggestions related to possible selection factors for the solicitation?
