About this opportunity
The National Park Service Intermountain Region has issued a Special Notice of Intent to award a sole source contract for fire and emergency medical services (EMS) response at the West Entrance of Yellowstone National Park. The notice, posted on March 30, 2026, identifies Hebgen Fire District in Gallatin County, Montana as the intended recipient of this noncompetitive acquisition. The procurement will be conducted under simplified acquisition procedures and classified under NAICS code 561990 (All Other Support Services), with treatment as a commercial item acquisition. The government has determined that geographic constraints and response time requirements necessitate sole source contracting rather than competitive bidding. This special notice serves as an invitation for any firm believing it can meet the established emergency response requirements to submit a capability statement for government consideration.
The primary purpose of this procurement is to ensure that fire and EMS response times at the West Entrance meet National Fire Protection Association (NFPA) and State and Local EMS standards, which cannot be satisfied by any provider other than Hebgen Fire District due to its geographic proximity. The submission deadline for capability statements is April 6, 2026, and interested firms should direct their submissions to Contract Specialist Stacy Vallie at either stacy_vallie@nps.gov or stacy_vallie@ios.doi.gov. To be eligible, contractors must demonstrate the ability to provide fire and EMS services within the established response time benchmarks, with the understanding that the nearest alternative emergency resources at Old Faithful require approximately one hour to reach the West Entrance. The government reserves the right to use submitted capability statements to support its final determination regarding the noncompetitive award. This notice is issued for informational purposes only and does not constitute a competitive solicitation.
