About this opportunity

The U.S. Army Corps of Engineers Portland District is procuring hopper dredging services and support equipment for routine maintenance dredging operations across five locations on the West Coast: Humboldt Bay Bar and Entrance in California, Coos Bay Entrance in Oregon, the Mouth of the Columbia River, the Lower Columbia River in Oregon and Washington, and East Sand Island in Oregon. This firm-fixed price Invitation for Bids (IFB No. W9127N26BA003) will be issued under full and open competition with no set-asides, making it available to both small and large business concerns. Contractors must demonstrate the capability to furnish a suitable hopper dredge and provide water quality monitoring in accordance with current water quality certificates. The procurement will be evaluated based on competitive bidding criteria typical of IFB solicitations, with cost and contractor capability being primary considerations. Key upcoming dates include a pre-solicitation meeting scheduled for January 12, 2026, at 11:00 a.m. Pacific Time, with the final solicitation available for download on or about January 20, 2026, and bids due 30 days after advertisement.

The procurement contains approximately 3,200,000 cubic yards of mandatory routine maintenance dredging work across HUM, LCR, and MCR locations, with an additional 1,600,000 cubic yards of optional work at HUM, COO, and ESI to be awarded based on project needs and funding availability. The anticipated period of performance extends from April 1, 2026, through December 15, 2026, with a required start date at LCR between June 15 and July 10, 2026. The contract magnitude is anticipated to fall between $25,000,000 and $100,000,000, indicating a substantial procurement. Large businesses bidding on this contract must submit a small business subcontracting plan, and the small business size standard for this NAICS code (237990, Dredging and Surface Cleanup Activities) is $37 million. The current pre-solicitation notice was posted on November 3, 2025, with a due date of January 12, 2026, allowing prospective contractors adequate time to prepare their proposals.
