About this opportunity
Shaw Air Force Base, operating under the Department of the Air Force Air Combat Command, is seeking a small business contractor to plan, design, construct, and manage the installation of an Ion Exchange (IX) Resin System and related upgrades to Base Well #4 in South Carolina. The primary objective is to reduce PFAS and PFOA contamination levels from their current levels exceeding 4 PPT (parts per trillion) to non-detect levels, in compliance with federal safety standards. The contractor will have flexibility in proposing innovative design and construction solutions, provided they meet the performance outcomes and acceptance criteria defined in the Statement of Work (SOW). Evaluation will be based on compliance with the SOW objectives and stated acceptance criteria rather than on prescribed construction methodologies. Interested small businesses must submit a capabilities statement to the primary and secondary points of contact no later than March 27, 2026, at 4:00 PM EDT to be considered in this sources sought phase.
This procurement is set aside for total small business participation, indicating that only companies meeting small business size standards are eligible to compete. The 20th Civil Engineer Squadron has already successfully installed a similar IX resin bed system at Base Well #3, and the government intends to repurpose much of that proven design for Well #4 to facilitate consistency and efficiency. While the pre-solicitation notice does not specify a firm award value or budget range, the scope encompasses comprehensive construction and management activities requiring detailed technical planning and documentation. The March 27, 2026 deadline represents the due date for capabilities statements during this sources sought phase, with a formal solicitation expected to follow with finalized attachments and additional contract details.
