About this opportunity

The U.S. Coast Guard Surface Forces Logistics Center seeks overhaul and renewal services for Welin-Lambie TW.PIV 5.0B Dual Point Davits on WMEC and WLB 225 Class cutters, with proposals due August 27, 2026. This is a Total Small Business set-aside (NAICS 336611, 1,300-employee threshold). Amendment 2, posted August 5, extends the deadline for questions to August 19 and the deadline for drawing requests to August 11; the proposal deadline remains unchanged.

The contract is a Firm-Fixed-Price Multiple Award IDIQ covering one base year and four option years, with performance from November 24, 2026 through November 23, 2031. The Coast Guard intends to award up to three awardees, each with a minimum guarantee of $10,000. Work is performed domestically (place of performance is the United States) and includes inspection, disassembly, testing, and overhaul of davit components; renewal via installation of new Welin-Lambie OTHB Davits; and associated shipping, storage, and travel. Base year includes seven overhauls and three renewals; option years vary from two to seven renewals and two to six overhauls.

Overhaul work requires comprehensive component inspection, post-overhaul operational testing including static load tests at 150% Safe Working Load (16,500 lbs) and dynamic load tests at 125% SWL (13,750 lbs), and submission of Contractor Field Reports documenting findings. Renewal work includes removal of existing davits, fabrication and welding of hull protector mounting plates and gripe assemblies, non-destructive examination of all new welds, and equivalent post-installation testing. All work must comply with SFLC Standard Specifications, Coast Guard Technical Publication CP-H5-0001-V0, and ASME BPV Code standards. Coast Guard inspectors must be present during component overhauls. Contractors furnish labor, materials, equipment, and supplies; shipping quotes and travel estimates require pre-approval. Payment is based on percentage of completion, with invoicing allowed at 25 percent completion and 10 percent of contract price retained until all deliverables are accepted.
