About this opportunity

The Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency (Air Force Installation Contracting Agency) has issued a Special Notice regarding the Worldwide Engineering and Construction (WE&C) Multiple-Award Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts managed by the 772d Enterprise Sourcing Squadron (772 ESS). Initially, the agency proposed a 12-month ordering period extension for the Third One Year Option period across 11 existing WE&C contracts, running from February 28, 2025 through February 27, 2026. However, subsequent documentation reveals that the contract extension was ultimately denied, with a final Notice of Intent (NOI) dated December 10, 2024, indicating the J&A was not approved. The opportunity falls under the NAICS category 236220 for Commercial and Institutional Building Construction.

The primary objective of the Special Notice was to assess potential business impacts of extending the WE&C contract ordering period due to delays in awarding the follow-on Comprehensive Construction & Engineering (C2E) contract. The 772 ESS issued a Request for Information (RFI) seeking feedback from contractors, with specific response deadlines of November 6 and November 23, 2024. Contractors were asked to provide detailed information about their business, including size, socioeconomic status, and potential implications of the proposed 403-calendar day extension. The RFI was designed to gather insights on how the contract extension might affect contractors' business plans and operational strategies. Eligible participants were construction contractors capable of supporting Facilities, Sustainment, Restoration and Modernization (FSRM) construction projects, particularly those valued at $50 million or more and overseas FSRM projects. Although the extension was ultimately not approved, the notice demonstrated the agency's commitment to transparent communication and contractor engagement in the contract modification process.

Update #4 · Latest ·

This is a Notice of Intent (NOI) update: The 772d Enterprise Sourcing Squadron’s (772 ESS) intent was to execute a class Justification and Approval (J&A) to modify its existing Worldwide Engineering and Construction (WE&C), Multiple-Award Indefinite Delivery/Indefinite quantity (ID/IQ) contracts to incorporate a 403 calendar day ordering period extension to the Third One Year Option period for each of the 11 WE&C basic contracts.  It is no longer the intent of the 772 ESS to modify the 11 WE&C basic contracts; the Class J&A was not approved.

At this time the 772 ESS asks for the review of attached Revised NOI dated 10 Dec 2024.

Should your firm have any feedback, please contact David M Foote (Contracting Officer), Monica Gallegos (Contract Specialist), refer to contact information section and copy Mr. Salvador Castillo at salvador.castillo@us.af.mil.

**Previously the government's intent, through the J&A, was to incorporate a 12-month ordering period extension to the Third - One Year Option period for each of the 11 WE&C basic contracts.  If enacted, the ordering period extension would have been from 28 February 2025 through 27 February 2026.  The government's then shift its strategy to instead incorporate a 403 calendar day ordering period extension to the Third - One Year Option period for each of the WE&C basic contracts, as mentioned above. However, It is no longer the intent of the 772 ESS to modify the 11 WE&C basic contracts; the Class J&A was not approved.

The WE&C (ID/IQ) will expire on 27 February 2025.

Attached NOI dated10 Dec 2024 supersedes the previous version dated 8 Nov 2024.
