About this file
This document is a Notice of Intent (NOI) to execute a class Justification and Approval (J&A) to modify the existing Worldwide Engineering and Construction (WE&C) Multiple-Award Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts. The proposed modification will extend the ordering period for the Third One Year Option by 403 calendar days, from February 28, 2025 to April 6, 2026. The WE&C contracts were originally awarded on February 28, 2017 and have a five-year base period plus three one-year option periods, all of which have been exercised. The ordering period extension is necessary to sustain the contract capacity to execute Facilities, Sustainment, Restoration and Modernization (FSRM) construction projects valued at $50 million or more, as well as all overseas FSRM projects, until the follow-on Comprehensive Construction & Engineering (C2E) contract is awarded. Eleven contractors were awarded the original WE&C contracts.

If enacted, the ordering period extension will be from 28 February 2025 through 6 April 2026. Note, once the follow on ID/IQ Comprehensive Construction & Engineering (C2E) contract is awarded, any in-process solicitations for WE&C will remain effective and can proceed to award, but the ordering period will end for new WE&C suitable requirements which will be procured under C2E.
The suite of WE&C ID/IQ contract were issued on behalf of the Air Force Civil Engineering Center (AFCEC) for requirements supporting complex construction services for Facilities, Sustainment, Restoration and Modernization (FSRM) in the continental United States (CONUS), Alaska, Hawaii, and all Air Force overseas (OCONUS) FSRM construction projects. The WE&C ordering period extension is crucial to sustain the contract capacity to execute FSRM program for construction projects with an estimated value of $50 million or more and all overseas FSRM construction projects. These contracts can absorb newly funded work for mission critical operations within these parameters. The WE&C contracts were awarded on 28 February 2017. All WE&C basic contracts have a five-year basic ordering period plus three one-year options. All three of the one-year option periods have been exercised for the WE&C basic contracts. The WE&C base ordering period was from 28 February 2017 until 27 February 2022. Option Year One was from 28 February 2022 until 27 February 2023. Option Year Two was from 28 February 2023 until 27 February 2024. Option Year Three is from 28 February 2024 until 27 February 2025.
