About this opportunity
The Defense Logistics Agency Troop Support Clothing and Textiles is seeking contractors to supply Class 1 Tubular Nylon Textile Webbing for parachute equipment manufacturing across the Army, Air Force, Marines, and Navy. The procurement covers nine different National Stock Numbers (NSNs) of nylon webbing with varying widths from 0.50 to 1.00 inches, breaking strengths from 1,000 to 4,000 pounds, and multiple colors including natural, Olive Drab CARC, Sage Green, and Yellow. All webbing must conform to Parachute Industry Association specification PIA-W-5625G and comply with Berry Amendment requirements, meaning textile items must be grown, reprocessed, reused, melted, or produced in the United States, its possessions, or Puerto Rico. The government will use Best Value Trade-Off Source Selection Procedures to evaluate proposals based on price, delivery, past performance, and small business participation. This pre-solicitation notice was posted on September 4, 2025, with responses due by September 19, 2025.
This procurement does not utilize any set-aside designation and is unrestricted competition. The total requirement is divided into two lots: Lot 0001 representing approximately 51% of the requirement at 2,624,225 yards and Lot 0002 representing approximately 49% at 5,142,043 yards, with individual NSN quantities ranging from 218 to 2,380,000 yards. The government intends to make two awards to separate contractors, with deliveries scheduled over ten consecutive months to Arizona Industries for the Blind in Phoenix, Arizona. Contractors must provide a 150-day production lead time for the first delivery, followed by nine consecutive 30-day delivery cycles for monthly shipments. A HUBZone small business price evaluation preference of 10% will be applied during the evaluation process, and all contractors must maintain active registration in the System for Award Management (SAM).
