About this opportunity

The U.S. Army Corps of Engineers Tulsa District intends to solicit design, fabrication, and installation of a replacement speed increaser gearbox for Webbers Falls Unit 1 hydroelectric facility, with proposals anticipated in October 2026 and an experience/capabilities statement due September 30, 2026. No set-aside is anticipated. Place of performance is Webbers Falls, Oklahoma.

The scope encompasses complete design of a new 35,000 HP / 25 MW speed increaser gearbox conforming to preliminary technical specifications; manufacturing and supply of all new components with an 8.533:1 gear ratio, 60.24 RPM input and 514 RPM output, and 3,086,335 ft-lbs nominal turbine shaft torque; potential delivery of two identical units (one for installation and one for long-term storage as spare); and site work including full disassembly and removal of the existing Falk gearbox, foundation inspection and preparation, installation with precision alignment, and commissioning and testing. USACE is considering a low-speed planetary drive stage paired with a parallel-shaft high-speed stage but remains open to alternative design approaches. The replacement gearbox must maintain a 12-degree inclination angle, achieve a 50-year physical life and 200,000-hour operating life, operate with a dry sump pressure-lubrication system with maximum sump temperature below 70°C, and comply with ANSI/AGMA 2101-E25, ANSI/AGMA 6032-B13, and ISO 1328-1:2013 Class 5 or better for gearing accuracy, with bending safety factors exceeding 2.0 and macropitting safety factors exceeding 1.41.

Contractors must demonstrate established capabilities in high-horsepower gear design and manufacturing, heavy machining and heat treatment of large gears up to 120 inches in diameter, and service, repair, or replacement of equivalently sized industrial gearboxes. All firms must be registered in SAM. The NAICS code is 237990 with a $45 million size standard. Small businesses, 8(a) firms, HUBZone, WOSB, and SDVOSB concerns are encouraged to respond and must comply with subcontracting requirements limiting subcontracting to 85 percent of contract performance. Large businesses must submit a Small Business Subcontracting Plan if awarded.
