About this file
This is a Sources Sought announcement issued by the U.S. Army Corps of Engineers (USACE) Tulsa District for market research purposes only; no contract will be awarded from this announcement.
USACE is conducting market research for an anticipated construction contract for the Webbers Falls Unit 1 Speed Increaser Gearbox Replacement, with proposals anticipated in October 2026. The comprehensive scope of work includes: (1) Design & Engineering—complete design of a new speed increaser gearbox for a 25 MW hydropower unit conforming to preliminary technical specifications, with potential delivery of two identical units (one for installation and one for long-term storage as spare); (2) Manufacturing & Fabrication—supply of all new components to replace the existing Unit-1 gearbox, with USACE considering a low-speed planetary drive stage paired with a parallel-shaft high-speed stage configuration but remaining open to alternative design approaches; and (3) Site Work & Installation—full disassembly and removal of the existing Falk speed increaser gearbox, inspection and preparation of the existing foundation and site, installation with any required concrete repair/modification and precision alignment, and commissioning and testing for operational readiness. The contract is classified under NAICS Code 237990 (Other Heavy and Civil Engineering) with a $45M size standard. The place of contract performance is Webbers Falls, Oklahoma. Small Business, Section 8(a), HUBZone, Woman-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Large Businesses are encouraged to respond. Small Businesses must comply with subcontracting limitations requiring at least 15 percent of personnel costs be expended for employees of similarly situated concerns and limiting subcontracting to 85 percent of contract performance (excluding materials). Large Businesses must submit a Small Business Subcontracting Plan if awarded under Full and Open Competition. All firms must be registered in the System of Award Management (SAM) to be eligible for contract award.
Interested contractors must submit an Experience/Capabilities Statement limited to 5 pages in PDF format by 30 September 2026 at 2:00 PM CDT. The statement must include firm name, address, point of contact, phone number, email address, CAGE Code, and Unique Entity Identifier (UEI); general information about experience and capabilities relevant to speed increaser gearbox replacement; teaming arrangement, joint venture, and/or mentor-protégé information if applicable; and up to three examples of relevant projects performed within the past three years, including customer agency/installation name, project title, location, contract number, description, contract amount, and period of performance. Submissions must be emailed to Contract Specialist Clinton J. Yandell at clinton.j.yandell@usace.army.mil; personal visits will not be entertained, and hardcopy or facsimile submissions will not be accepted.

SOURCES SOUGHT
FOR
Webbers Falls Unit 1 Speed Increaser Gearbox Replacement
This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary acquisition planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought announcement or any follow-up information requests. Respondents will be notified upon request following the sources sought evaluation results.
The U.S. Army Corps of Engineers (USACE) - Tulsa District (SWT) is conducting market research for an anticipated construction contract and intends to solicit proposals on or about October 2026. The type of set-aside decisions to be issued will depend upon the responses to this Sources Sought announcement and associated market research.
The work includes, but is not limited to, the following:
The comprehensive scope of work includes, but is not limited to:
Design & Engineering: Complete design of a new speed increaser gearbox suitable for a 25 MW hydropower unit, conforming to the preliminary technical specifications outlined in Part 3. The government may consider delivery of two identical units – one to be installed onsite and one to be placed into long-term storage as a spare.
Manufacturing & Fabrication: Supply of all new components for a new speed increaser which will replace the existing Unit-1 gearbox. The USACE is currently considering a configuration that pairs a low-speed planetary drive stage with a parallel-shaft high-speed stage. This arrangement facilitates the necessary offset for seamless integration with the existing turbine and generator shaft alignments. However, the USACE remains open to consideration of alternative design approaches that may better suit the application.
Site Work & Installation:
Full disassembly and removal of the existing Falk speed increaser gearbox.
Inspection and preparation of the existing foundation and site.
Installation, any required concrete repair/modification, and precision alignment of the new speed increaser system.
Commissioning and testing to ensure operational readiness.
The purpose of this Sources Sought is to gain knowledge of the interest, capabilities and relevant experience of all business size standards to provide the construction needed. The Government must ensure there is adequate interest and competition among the potential pool of responsible firms.
Interested Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Woman

Additionally, Small Businesses are reminded under RFO 52.219-14, Limitations on Subcontracting, that a firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded.
