About this opportunity

The U.S. Army Corps of Engineers Engineering District Tulsa has issued a Special Notice soliciting industry feedback on the Webbers Falls Excitation System Replacement project. This Request for Information (RFI) concerns the replacement of excitation system components for three generating units at a hydroelectric facility and is classified under the "Repair or Alteration of Dams" contract category. The project encompasses replacement of AC supply connections, Power Potential Transformers, exciter cabinets, DC field connections, collector rings, control room switchboard devices, and associated wiring and data connections. The contractor will also be responsible for cable pulling, connections, structural assessment, concrete work, and seismic anchoring, while NERC model verification testing will be performed on Units 2 and 3 only. This Special Notice was posted on February 17, 2026, and does not utilize any set-aside provisions.

The Government is requesting contractor input to evaluate three distinct commissioning path options for the project, with a primary challenge being that Unit 1 is currently out of service due to a turbine gear failure with an unknown repair timeline. Industry responses are due by March 3, 2026, and should be submitted to the contract specialist at Tyler.L.Godwin@usace.army.mil in response to seven specific questions addressing warranty timing, risk assessment, cost implications, bidability concerns, and contractor recommendations. The RFI presents Path 1a (two contracts with partial and full commissioning), Path 1b (one contract with rolling notices to proceed), Path 2 (using Unit 2's generator to commission Unit 1), and Path 3 (two separate contracts with the second being sole-source). No specific eligibility criteria are stated in this Special Notice, as it is an information-gathering instrument; however, interested contractors should provide substantive technical feedback on the proposed commissioning methodologies to assist the Government in structuring the eventual contract action.

Notice text

This Special Notice is to request industry feedback on the potential options the Government is considering for commisioning of the excitation sytem under this proposed contract action.

The current project scope, and options for commitioning and testing of the excitation sytem is provided in the "Attachments/Links" tab. Please review the file and provide your response in the format below, to the contract specialist, at Tyler.L.Godwin@usace.army.mil by the due date and time.

QUESTIONS FOR INDUSTRY:
1. When would Warranty begin for each potential path?
2. Which potential path presents the least risk?
3. Are any of the potential paths unbiddable? If so, why?
4. Which potential path in your estimation would be the least costly?
5. Which potential path would you recommend?
6. Is there a commissioning option we haven’t considered?
7. What path would produce the most accurate bid price?
