The service must include Science Citation Index Expanded (back to 1980, 9,400+ journals), Social Sciences Citation Index (back to 1980, 3,500+ journals), Arts and Humanities Citation Index (back to 1980, 1,800+ journals), Web of Science Emerging Sources Citation Index (back to 2005, 9,000+ journals), ProQuest Dissertations & Theses Citation Index (6.2 million+ postgraduate works), Web of Science Research Grants Index (5.7 million+ grants), Web of Science Preprint Citation Index (2.5 million+ preprints), Current Contents Connect, SciELO Citation Index, MEDLINE (5,200+ biomedical journals), and Starter API for real-time bibliographic metadata verification and citation count retrieval. Contractor personnel will occupy Public Trust positions and must undergo security investigations commensurate with access levels to DOJ information. This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with FAR Subpart 12.6, as supplemented by Department of Justice (DOJ) Request for Offers (RFO) deviation guidance and the additional information contained in this notice.

The Government intends to award a Firm-Fixed-Price (FFP) contract for a Web of Science Subscription Service or equal.

The anticipated award will consist of one (1) twelve-month base period beginning on the date of contract award.

Questions regarding this solicitation are due no later than May 26, 2026, at 5:00 PM Eastern Time.

Quotes are due no later than May 28, 2026, at 11:00 AM Eastern Time.
