Quotes must be submitted by 11:00 a.m. Eastern Time on Thursday, May 28, 2026, to MeaWonna Floyd at meawonna.floyd@usdoj.gov. Written questions are accepted until 5:00 p.m. Eastern Time on Tuesday, May 26, 2026. Only vendors using NAICS code 519290 (Web Search Portals and All Other Information Services) are eligible. Quote requirements include a cover letter, capabilities statement (maximum 5 pages), and pricing (on SF 1449 or separate attachment). The Government will evaluate quotes using Lowest-Priced Technically Acceptable methodology, first assessing price completeness and reasonableness, then evaluating capability statements for technical acceptability. Award will be made to the lowest-priced technically acceptable quoter for a 120-day valid quote period. Vendors must confirm receipt of submitted quotes.

Attachment 1– INSTRUCTIONS TO QUOTERS

OFFICE OF JUSTICE PROGRAMS

WEB OF SCIENCE

1. CONFIDENTIAL INFORMATION

The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests from outside the Government for copies of contract qualifications and proposals submitted to federal agencies. If a vendor’s quote contains information that he/she believes should be withheld from such requestors under FOIA on the grounds that they contain “trade secrets and commercial or financial information” [5 USC§552(b)(4)], the Quoter should mark its submissions in the following manner:

a) The following notice should be placed on the title page: “Some parts of this document, as identified on individual pages, are considered by the submitter to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure per the Freedom of Information Act.”

b) Each individual item considered privileged or confidential under FOIA should be marked with the following notice: “The data or information is considered confidential or privileged and is not subject to mandatory disclosure per the Freedom of Information Act.”

2. REQUEST FOR QUOTE (RFQ) RESPONSE REQUIREMENTS

2.1. GENERAL

Quoters shall submit documentation in accordance with the requirements of this solicitation.

Quotes must be clear, coherent, and prepared in sufficient detail for effective evaluation of the Quoter’s submission against the evaluation criteria.

Interested vendors shall e-mail written questions to the Government via the Contract Specialist, MeaWonna Floyd, at meawonna.floyd@usdoj.gov. Telephone calls will not be accepted. The Government will answer questions received up to 5:00pm Eastern Time, Tuesday, May 26, 2026.

Questions received after this date may not be answered.

Quotes shall be submitted via email to the Government via the Contract Specialist, MeaWonna Floyd, at meawonna.floyd@usdoj.gov by 11:00am Eastern Time, Thursday, May 28, 2026. The quote shall be valid for 120 days. Vendors are responsible for confirming receipt of submitted quotes.

The applicable North American Industry Classification System (NAICS) code assigned to these services to be is 519290 - Web Search Portals and All Other Information Services. The anticipated contract type is Firm Fixed Price (FFP). The Government will only accept quotes from vendors who utilize NAICS 519290.

2.2. QUOTE REQUIREMENTS & EVALUATION METHODOLOGY

The quote must include:

1. Cover Letter

2. Capabilities Statement

3. Price

1). COVER LETTER-The cover letter should identify all enclosures being transmitted and may be used only to transmit the quote and include no other information. The cover letter may include the following:

a) The solicitation number.

b) The name, address, and telephone number of the Quoter (and electronic address if available);

c) A statement from the Quoter specifying agreement with all terms, conditions, and provisions included in the RFQ and agreement to furnish any or all items upon which prices are quoted at the price set opposite each item;

d) Names, titles, telephone numbers, and e-mail addresses of persons authorized to communicate on the Quoter’s behalf with the Government in connection with this RFQ; and

e) Name, title, and signature of person authorized to sign the quote.

The following are further descriptions of the information that shall be provided with the quote:

2) CAPABILITIES STATEMENT- Must be included with the quote. Capabilities statement should not be more than 5 pages in length.

3) PRICE-The quoted price can be written on SF 1449 or on a separate attachment.

EVALUATION METHODLOGY: The Government will evaluate quotes using a Lowest-Priced Technically Acceptable (LPTA) methodology.

The Government will first evaluate the quoted prices for completeness and reasonableness.

Capability Statements will then be evaluated to determine whether the Quoter demonstrates the ability to provide the required subscription services described in this solicitation.

BASIS FOR AWARD: Award will be made to the Quoter submitting the lowest-priced quote that is determined technically acceptable. Award will be made for one base period of 12-months from the date of award.

Description of Requirement

The National Institute of Justice (NIJ) intends to award a Firm Fixed Price (FFP) contract to gain access to a Web of Science Subscription Service or brand name equal to that includes:

• Science Citation Index Expanded (SCIE): Back to 1980. Advance scientific research with the world’s first journal citation index covering 9,400+ journals in 182 fields.

• Social Sciences Citation Index (SSCI): Back to 1980. Locate studies published in 3,500+ influential social sciences journals spanning 47 fields.

• Arts and Humanities Citation Index (AHCI): Back to 1980. Navigate a network of arts & humanities journal literature covering 1,800+ journals across 25 fields.

• WoS Emerging Sources Citation Index (ESCI): Back to 2005. Expand your view of the global research landscape with coverage of 9,000+ journals across 252 fields.

• ProQuest Dissertations & Theses Citation Index: Discover emerging trends and more diverse perspectives with 6.2M+ postgraduate works from 4K+ universities.

• Web of Science Research Grants Index: Data on 5.7M+ grants awarded by 400+ funding agencies around the world.

• Web of Science Preprint Citation Index: Identify the latest breakthroughs in your field with 2.5M+ preprints from five leading repositories.

• Current Contents Connect: Browse the latest from your favorite set of journals and get notified when new issues are available.

• SciELO Citation Index: Discover open access research published in Latin America, Spain, Portugal, the Caribbean, and South Africa.

• MEDLINE: Connect biomedical research from 5,200+ journals to the expansive Web of Science citation network.

• Starter API: The Web of Science Starter API allows for a real-time check of bibliographic metadata such as DOI, author, source title, etc., against the Web of Science product databases. This enables building article-level links to the Web of Science from external systems and retrieving times cited counts from the Web of Science.
