About this opportunity

The Indian Health Service intends to issue a Request for Proposals for a Web-based Environmental Health Reporting System (Web-EHRS) following completion of market research, with responses to this sources sought notice due July 27, 2026. This is a highly configurable commercial-off-the-shelf database-driven web platform to support a nationwide environmental health program utilized by approximately 250 environmental health specialists across national, regional, and field levels, with anticipated performance start in February 2027. The IHS is actively soliciting responses from small businesses, with particular emphasis on Native American/Indian-Owned Businesses (Indian Economic Enterprises), 8(a) certified firms, HUB-Zone small businesses, women-owned small businesses, service-disabled veteran-owned small businesses, small disadvantaged businesses, and veteran-owned small businesses.

The contractor must demonstrate technical experience or competency in environmental and public health fields. Critical technical requirements include FedRAMP certification or security authorization status, secure authentication mechanisms including Single Sign-On, Multi-Factor Authentication, and PIV-compatible support, data redundancy and backup, standards-based API and web service integration, and deployment flexibility across SaaS, government cloud-hosted, contractor-hosted, or IHS-managed environments. The system must emulate FDA Food Code checklist formats, support electronic inspection data collection on mobile and web platforms, provide geographic information system capabilities, and deliver comprehensive reporting including violation trending and resource requirements analysis. Implementation includes data migration from legacy systems and formal User Acceptance Testing. Support services include a toll-free help desk Monday through Friday 8 a.m. to 8 p.m. Eastern Time, up to two annual on-site train-the-trainer sessions, and two live webinars yearly.

The IHS anticipates awarding a firm-fixed-price contract and plans to post the full RFP on or around August 2026 to either the 8(a) Stars III GWAC or SAM.gov. Responses should include company information, socio-economic status certification, technical qualifications describing COTS conformance to the Statement of Work, past performance examples from the last six years, quality control procedures, and a non-binding Rough Order of Magnitude estimate covering implementation, data migration, training, annual licensing/subscription, maintenance/support, and total five-year costs. Work is classified under NAICS 541511 (Custom Computer Programming Services) with a $34 million size standard. Submit responses to Contracting Officer Daniel Cotto at daniel.cotto@ihs.gov by 2:00 p.m. Eastern Time on July 27, 2026.
