About this opportunity
The Defense Threat Reduction Agency (DTRA) is issuing a sources-sought notice and request for information to conduct market research on web-based research tools with response due May 20, 2022. This is a market research notice only, not a solicitation or request for quotes or proposals; responses will not be returned, and the Government will not reimburse preparation costs.
DTRA seeks to determine availability, interest, and capability among small and large businesses classified under NAICS 511120 (Periodical Publishers) or NAICS 519130 (Internet Publishing and Broadcasting and Web Search Portals) to deliver annual license subscriptions for web-based research tools as a service. The tool must support rapid collection, fusion, analysis, and dissemination of operational information to the Department of Defense, intelligence community, and interagency partners while providing integrated security and counterintelligence services aligned with the DTRA mission.
The contractor shall provide a web-based research tool capable of accessing and reviewing information from unclassified, commercially available resources as specified in the Statement of Work dated March 22, 2022, which is available for download. Work is performed for the Operations and Integration Directorate.
No set-aside is anticipated. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including incorporation of technical information into any resultant solicitation. Respondents should not include proprietary, classified, confidential, or sensitive information in their responses.

Any information obtained as a result of this RFI is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. Providing data/information that is limited or restricted for use by the Government for that purpose would be of very little value and such restricted/limited data/information is not solicited. As such, to the extent that any information submitted in response to this RFI is marked as or construed to be proprietary or business- sensitive, submitters are hereby notified (a) about the potentiality that such information may be disclosed to third parties and (b) that submission of information in response to this RFI constitutes consent to such handling and disclosure of submitted information. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. A determination by the Government to complete this requirement based upon responses to this notice is solely within the discretion of the Government. This RFI seeks industry comments to assist the Government in locating potential sources with the ability to satisfy its requirements. The Government is seeking information from firms on what tools, technologies, and services exist to meet the stated needs. The Government is also seeking recommendations from firms on how it should think about its requirements based on their experience providing similar products to other agencies or private sector best practices.
