About this opportunity

The Administrative Office of the U.S. Courts is conducting market research for a modernized web-based Jury Management System (JMS) to replace its legacy solution with a secure, scalable, cloud-based Software-as-a-Service offering. This pre-solicitation Request for Information, issued March 20, 2026, seeks vendor feedback on commercial solutions, technical capabilities, hosting models, security compliance, integration approaches, data migration strategies, and implementation timelines to inform the forthcoming competitive solicitation. The system must support the complete jury lifecycle including summonsing, qualification, check-in, juror information management, and integration with court proceedings while protecting sensitive personally identifiable information and supporting high-volume operational workflows. Key requirements include FedRAMP High authorization, NIST Risk Management Framework compliance, role-based access control, REST/JSON APIs, Section 508 accessibility compliance, 99.9% system availability, integration with scanning technology and multi-channel communications, and nationwide support across all 94 federal district courts and two Administrative Office sites. The evaluation will consider technical factors weighted as significantly more important than price, with final scoring methodologies and confidence rating descriptions to be completed in the final RFP. Responses to this RFI were due April 6, 2026, at 12:00 p.m. Eastern Time, and the government has indicated this is market research only with no contract award or payment anticipated based on RFI responses.

This procurement carries no set-aside designation and does not identify any current incumbents or contractors. The estimated contract ceiling is $38,000,000 over a seven-year ordering period from September 30, 2026, through September 29, 2033, plus a potential six-month optional extension, with a minimum guarantee of $1,000 during the entire contract period. The contract will be awarded as an Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement with firm fixed price for base contract line items and options, while task orders may be issued as labor hour, time and materials, or firm fixed price arrangements. The contractor will be required to provide system design, development, implementation, operations, and maintenance with zero recurring cost to the government for the first 12 months after production acceptance at each site. Critical performance specifications mandate at least 99.9% availability, average response times of 3 seconds or less, geographically redundant disaster recovery, and defined Recovery Time and Recovery Point Objectives. The solicitation emphasizes government ownership of all code created to modify the base Commercial Off-The-Shelf product and includes extensive security incident reporting obligations, with breaches involving personally identifiable or sensitive personally identifiable information requiring notification to a Security Operations Center within one hour.
