About this opportunity
The Naval Sea Systems Command (NAVSEA) is seeking manufacturers to fabricate, test, inspect, palletize, and deliver undefined metal weapons containers and spare parts for various naval munitions programs, including Vertical Launch Systems, Airborne Mine Neutralization System, Light Weight Torpedo, Heavy Weight Torpedo, and Standard Missile programs. The solicitation (N00174-25-R-0003) requires the production of specific container types such as CNU 762, MK 733, MK 750, MK 812, and MK 825, along with associated spare parts like shock mounts, foam inserts, cradles, and container dollies. The government intends to award multiple five-year Indefinite Delivery Indefinite Quantity (ID/IQ) contracts with firm fixed-price delivery orders. Proposals will be evaluated using a Lowest Price Technically Acceptable (LPTA) or Tradeoff approach, considering factors like technical merit, past performance, delivery schedule, and price. The proposal submission deadline is December 6, 2024, with potential offerors required to complete various attachments including a Past Performance Questionnaire and Military Critical Technical Data Agreement.
The solicitation is a total small business set-aside, meaning only small businesses can compete for these contracts. The minimum contract value is $500, with a maximum potential value of $49.5 million over the five-year ordering period. Performance will occur within the United States, specifically through the Naval Surface Warfare Center, Indian Head Division - Picatinny Detachment. Individual delivery orders will be competed among the awarded contractors, with cost or price information not evaluated for the base award but scrutinized during individual delivery order competitions. The contract will support critical naval munitions shipping and storage needs, requiring contractors to meet specific technical specifications and delivery requirements. Contractors must also comply with detailed reporting requirements, including Contract Data Requirements List (CDRL) submissions and potential non-disclosure agreements.
