When you submit your proposal, please break down the line item cost of CLINs 1 (molds) & 2 (masks) individually as spelled out in section L of the solicitation on page 29 under Factor 2 - Price proposal. What we are looking for is for the contractor to use the paint molds and revised paint masks schedules attached in the solicitation in order to give us a cost break out per line item. For example, on the paint molds schedule you should have 34 different prices spelled out for each individual mold that should total to the cost for CLIN 1.
It is fine to either file out the total amount of the CLINs on page 2 and 3 of the solicitation with a break out of the detailed cost of the molds and masks in the schedules or a vendor proposal giving the total amount for each CLIN with a break out of the detailed cost of the molds and masks in the schedules.
Update #3 ·
This requirement will require the contractor at their own expense to come to Hill AFB in Utah for an industry day on March 3rd at 9:00 AM Mountain time and if need be March 4th at 9:00AM. The industry day is being held so the contractors can come in and take measurements of the various aircraft rims. There are 21 different aircraft rims which we need 34 different custom molds created for. The molds will be used to create the paint masks. Various quantities of these paint masks will be needed over the next 5 years so we will be awarding an indefinite delivery indefinite quantity (IDIQ) contract to the successful contractor. The masks are needed to cover the following areas on the rims: race guards, bearing bore areas, and tiebolt areas. The painting process uses an accelerated paint drying process that drys the parts in 1 hour. Therefore, these masks need to be able to withstand temperatures up to 200 degress in and IfraRed based over. The temperatures do not exceed 200 degrees. We currently do not have any drawings with specifications; therefore, the using activity will be able to make available 75 percent of the rims from the requirement during the industry day. Once the initial industry day is done, as part of your bid proposal we will ask you to include your expected cost for two subsequent visits by an employee of your company to come measure the remaining wheel rims that were not available during the initial industry day. Obviously, until your company has measurements, you would not be able to produce a mold and mask; nevertheless, in order for us to be able to award this proposal to your company we would need you to be able to estimate a cost for all wheel rims knowing that the use of the masks are going to be for one of three areas. Once again, these three areas are the race guard, bearing bore cover, or tiebolt area. The requirement will require the contactor to be capable of designing the mask according to how they feel it should be designed to function properly.
The pictures taken at the site visit have been emailed out to the contractors who attended the site visit. If your company is interested in this requirement and would like the pictures please email the point of contract.
Update #2 ·
Please see the attached files giving further guidance and instruction. Will you email me with the full names and cell phone numbers for the individuals from your company that will be attending the site visit before March 2 at 10:00 AM MST. We have one TO (Technical Order) for the F 15 Nose rim. The TO has a picture of the part so you will be able to get a feel for the part's bearing bore cover area. If you would like a copy of that TO, you need to submit a current/signed and stamped DD2345. If you do not know or have a signed DD2345, you can request one at http://www.dlis.dla.mil/JCP/ When you get to this site, there is a red button at the bottom of the page that says complete and print DD Form 2345. The government would like to own the paint molds and would like the contractor to factor in this cost into the proposal. Furthermore, shipping for FOB destination should be included in the price of the items according to the clause guidance in 52.216-19.
