Contractors must provide all necessary personnel, equipment, and services to collect containers on a call-in or scheduled basis, with collection times ranging from immediate to 4 hours depending on container type. The facility requires monthly reporting detailing container pickup quantities, weights, locations, and disposal destinations, with a mandate to recycle all collected recyclable materials and return proceeds to the government. Containers will be located in various bays inside and outside the facility, ranging in size from 30 to 42 cubic yards, and no landfill waste disposal will be permitted.
