About this opportunity

The U.S. Army Contracting Command - Watervliet Arsenal (ACC-WVA) is conducting a market survey to identify potential sources capable of rebuilding a PANGBORN 8LK-1 Abrasive Blast Machine at Watervliet Arsenal, New York. This is a pre-solicitation notice for market research purposes only, with no solicitation currently issued and no contract to be awarded from this notice. The rebuild requires a complete turnkey operation including installation of a new external dust collection system, replacement of electrical components with a PLC-based control system, upgraded hanging operator control station with HMI, replacement of chain drives with direct drives, and replacement of current pumps, motors, wear plates, and rotary table bearings. Interested parties must demonstrate manufacturing capabilities for industrial machinery rebuilds and comply with all applicable OSHA, federal, state, and local safety and environmental regulations. The government requests responses to an attached questionnaire, company brochures, and capability statements that detail the firm's ability to perform this specialized equipment rebuild. All responses must be submitted via email to Contract Specialist David Deanda at david.d.deanda.civ@army.mil by July 11, 2025.

This opportunity does not include any set-aside designation and is open to all capable contractors. No incumbent contractors or current service providers are identified in the notice. The documents do not specify any budget ranges or estimated contract values for the potential future procurement. The rebuild involves a single PANGBORN 8LK-1 Abrasive Blasting Machine, with the contractor required to provide a one-year standard commercial warranty covering parts and labor upon completion. The specification requires on-site training for arsenal personnel and emphasizes the use of zero ozone-depletion potential materials while avoiding hazardous substances. The project timeline and specific performance period requirements will likely be detailed in any future solicitation that may result from this market research effort.
