About this opportunity

NASA's Shared Services Center issued a sole-source Special Notice on October 16, 2026, for procurement of a Discovery DMA850 dynamic mechanical analyzer and related services from Waters Technologies Corporation, with capability statements due by 1:00 p.m. Central Standard Time on October 20, 2026. NASA has determined Waters to be the sole provider of the required equipment and services under FAR 12.102(a) authority.

The procurement supports Code 526 at NASA Goddard Space Flight Center in Greenbelt, Maryland, which requires enhanced testing capabilities for flight and research projects. The equipment must feature dynamic and creep testing capability with a dynamic frequency range of 0.001 to 200 Hz, load capacity up to 18 Newtons with load resolution no greater than 0.001 Newton, displacement capability up to 25 mm with displacement resolution no greater than 0.1 nm, and environmental temperature control. The specification includes a Discovery DMA850 Standard Furnace, filter/regulator, penetration probe and stage, gas cooling accessory upgrade kit, computer, monitor, loyalty support plan, and shipping. TA Instruments is required to provide installation and operator training services. Delivery must occur within 60 days from purchase.

Interested vendors may submit capability statements—not quotes—to demonstrate qualifications for competitive consideration. Submissions must reference the Notice ID and be submitted in writing to Cara Craft (cara.s.craft@nasa.gov) or Tiffany Neal (tiffany.neal@nasa.gov). Oral communications are not acceptable. NASA will use FAR Part 12 procedures for commercial items and services.
