About this opportunity
The Naval Facilities Engineering Command is seeking Architect-Engineer services for comprehensive waterfront facilities inspection and assessment across CONUS Region 1, which encompasses the Northeast, Southeast (including Key West), Great Lakes areas, Puerto Rico, and the U.S. Virgin Islands. This indefinite delivery/indefinite quantity contract will provide multi-disciplinary services including underwater and above-water inspections, engineering analysis, facility condition assessments, design services, and support for Sustainment, Restoration and Modernization (SRM) and Military Construction (MILCON) projects. Contractors must have registered professional engineer-divers to directly supervise all waterfront facility assessments and underwater inspections, with specific requirements for the engineer-in-charge's involvement in diving operations and report preparation. Firms will be evaluated based on seven criteria in descending order of importance: Specialized Experience, Professional Qualifications, Safety, Past Performance, Quality Control, Program Management and Capacity, and Volume of Work. Interested firms must submit Standard Form SF 330 (Architect-Engineer Qualifications) by October 6, 2025, at 1700 PST, with responses accepted electronically via email or DoD SAFE.
This procurement is designated as a Total Small Business set-aside with no incumbent contractors identified in the documentation. The contract will have a five-year ordering period with a total contract ceiling not exceeding $15,000,000 and includes a guaranteed minimum value of $10,000. Individual task orders are expected to range between $50,000 and $1,000,000, providing flexibility for various project scales and complexities. The contract is administered by Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) with performance occurring across multiple naval installations throughout the specified geographic region. The estimated contract start date is April 2026, and the award will be made to the most highly qualified firm based on demonstrated competence and qualifications rather than lowest price.
