About this opportunity
The Department of State Office of Acquisition Management is seeking a contractor to drill a production water well and install a water pump at the U.S. Embassy in Addis Ababa, Ethiopia under a Firm-Fixed-Price construction contract. Key requirements for qualified contractors include legal authorization to operate in Ethiopia, active System for Award Management (SAM) registration (no longer mandatory as of the recent amendment), and possession of appropriate permits and licenses. Contractors must provide Irrevocable Letters of Credit or bonds totaling 40 percent of the contract value as a financial guarantee. The solicitation will be awarded through full and open competition, with the amended solicitation to be issued in the first quarter of 2026. The critical deadline for interested parties to express interest in writing to Mr. Kenneth G. Mamba is December 15, 2025, and the solicitation will be available only in English to those who submit expressions of interest.
This opportunity carries no set-aside designation and is not restricted to any specific business category. The estimated contract value ranges between $1,000,000 and $5,000,000, making this a substantial federal construction project. The scope of work involves drilling a well approximately 550 meters deep through alluvial and volcanic geological formations, installing steel casings and screens, conducting well development and water quality testing, and completing a comprehensive borehole completion report. The pre-solicitation notice was recently reopened on November 28, 2025, to accommodate a planned solicitation amendment under the Revolutionary FAR Overhaul that permits offerors without SAM registration to submit proposals, thereby expanding the pool of eligible contractors and allowing new interested parties to express interest during this extended opportunity window.
