About this opportunity

The U.S. Embassy in Podgorica, Montenegro, through the Department of State, is seeking water treatment spare parts under solicitation 19MJ1925Q0010. The procurement requires 77 different electrical and plumbing components including uninterruptible power supplies, manual starters, contactors, sensors, pumps, valves, connectors, and other technical equipment from specific manufacturers such as Grundfos, Culligan, and Flo-Fab. Vendors must submit completed SF-18 forms, price and technical proposals with exact model specifications, SAM.gov registration, client lists demonstrating prior experience, and evidence of established business operations. The government intends to award a firm-fixed price contract to the responsible company submitting the lowest acceptable quotation, potentially without further discussions. Questions must be submitted by August 5, 2025, at 4:00 PM CEST, and quotations are due by August 18, 2025, at 4:00 PM CEST via email to PodgoricaSolicitations@state.gov.

This procurement is not designated as a small business set-aside and is open to all qualified vendors. The estimated total value is approximately $68,000 based on the sole source justification documentation. Each line item requires quantities of 1-10 units, with all items listed as individual units (EA), and only new equipment will be accepted as replacements for the embassy's existing water treatment system. Delivery must be completed within 180 days of contract award to the U.S. Embassy's address in Podgorica, Montenegro. The procurement includes brand-specific requirements justified by compatibility needs with existing equipment and warranty preservation, particularly for critical components like Culligan softener maintenance kits, multiport valves, and specialized pumps with precise flow and pressure specifications.
