About this opportunity
The United States Army Contracting Command at Aberdeen Proving Ground is conducting market research through this Sources Sought Notice to identify qualified small businesses capable of providing comprehensive water treatment chemicals and services for boilers, cooling towers, and circulated water systems across multiple Maryland locations. The requirement encompasses all labor, materials, equipment, technical expertise, and incidental services necessary to control scale, corrosion, and organic growth within treated systems through continuous water analysis and chemical treatment. Prospective vendors must be registered in the System for Award Management (SAM) and demonstrate ISO 9001:2008 certification, a minimum of ten years' experience in water treatment, and an ASSE12080 Legionella Water Safety and Management Specialist Certification. The services will be evaluated based on vendor capability to provide weekly inspections, bi-weekly water parameter testing (including hardness, alkalinity, conductivity, and pH monitoring), and on-site water treatment support in accordance with the draft Performance Work Statement. The Sources Sought Notice was posted on January 15, 2026, with a response deadline of January 23, 2026, allowing potential contractors eight days to submit information demonstrating their qualifications and capacity to support this requirement.
This procurement is set aside for Total Small Business participation, restricting competition to small business concerns as designated by the Small Business Administration. The notice does not identify any incumbent contractors or current service providers, indicating this may represent new sourcing or a re-compete of an existing contract. No specific award value or budget range has been disclosed in the Sources Sought Notice, as this is a preliminary market research phase rather than a formal solicitation. The contract will support the Directorate of Public Works across multiple Aberdeen Proving Ground locations, including APG North-Aberdeen, APG South-Edgewood, Graces Quarters in Middle River, Churchville Test Track, Adelphi Laboratory Center, and Blossom Point Research Facility. Respondents should note that no reimbursement will be provided for costs incurred in responding to this notice, and the government's issuance of this Sources Sought Notice does not constitute a commitment to award a contract.
