About this opportunity
The Department of Energy intends to solicit water treatment chemical services and supply for Jefferson Lab, a total small business set-aside, with a sources-sought registration deadline of July 31, 2026 and anticipated award by end of September 2026.
The subcontractor will provide comprehensive water treatment for cooling towers and closed-loop systems at the Newport News, Virginia facility, including chilled water and hot water systems. Scope encompasses all chemicals, chemical handling, miscellaneous water treatment equipment, and consulting services to control scale, corrosion, microbiological growth, and slime in heat transfer equipment. Deliverables include routine water testing, equipment inspection and maintenance, monitoring of program effectiveness, and related consulting services. Equipment operates at skin temperatures up to 260 degrees Fahrenheit; bidders must demonstrate experience treating similar high-temperature systems.
Performance period is one base year with four option years, totaling five years possible. Program objectives prioritize minimizing repair and maintenance costs, reducing fuel and electrical consumption through improved heat transfer efficiency, accurately monitoring and communicating program results, producing clean heat transfer surfaces substantially free of scale and biological growth, and conducting annual equipment inspections during scheduled openings.
NAICS 221310; PSC 6850. Interested small business sources must register on the JLAB Solicitation Board at https://misportal.jlab.org/ul/bus_ops/ to receive future solicitation documents. Contact Carolyn Stepney, Sr. Procurement Officer, at stepney@jlab.org with questions.
