About this opportunity

The Department of Transportation's Federal Aviation Administration Southwestern Region is seeking a contractor to perform comprehensive cleaning and inspection services for a community water storage tank located in Bethel, Alaska. The project involves accessing an 88,000-gallon bolted steel water tank with exterior insulated panels, measuring 21'-6" in diameter and 32' high, to conduct a thorough assessment and cleaning. Contractors must have a field inspector with a minimum of 5 years of water tank inspection experience and must comply with American Water Works Association (AWWA) standards and OSHA confined space entry procedures. The technical specification requires submission of a detailed safety risk management plan and a comprehensive report documenting inspection findings, including photographs and video documentation. The pre-solicitation notice was posted on March 26, 2025, with responses due by April 16, 2025, presenting a relatively tight timeline for potential bidders.

The contract opportunity is not designated with any specific set-aside classifications, which suggests it is open to all qualified contractors. The remote location of Bethel, Alaska, which can only be accessed by aircraft or ocean vessel, presents unique logistical challenges that may impact contractor preparation and pricing. While no specific award value is indicated in the documentation, the complexity of the project, including specialized inspection requirements, disinfection protocols, and remote location accessibility, suggests potential for a substantial contract value. All personnel and equipment used must be dedicated to potable water use and properly disinfected, with a comprehensive evaluation of the tank's interior and exterior conditions, including assessments of corrosion, coating deficiencies, structural integrity, and safety appurtenances. The project will require meticulous documentation and adherence to strict technical and safety standards throughout the inspection and cleaning process.
