About this file
This technical specification details requirements for comprehensive cleaning and inspection of a potable water storage tank located in Bethel, Alaska, owned by the Federal Aviation Administration (FAA). The tank, constructed in 1996, has a nominal capacity of 88,000 gallons, measures 21'-6" in diameter, and is 32' high, featuring bolted steel construction with exterior insulated panels. The specification mandates a thorough inspection following American Water Works Association (AWWA) standards, including evaluating tank interior and exterior conditions such as corrosion, coating deficiencies, structural integrity, and safety appurtenances.
Key requirements include using a field inspector with minimum 5 years of water tank inspection experience, conducting the inspection in accordance with AWWA D103-53, and complying with OSHA confined space entry procedures. The contractor must submit a safety risk management plan and provide a comprehensive report detailing inspection findings, including photographs, video documentation, and recommendations for potential repairs. Equipment used must be dedicated to potable water use, and all personnel and equipment must be disinfected. The project is located in a remote Alaskan town accessible only by aircraft or ocean vessel, which may present logistical challenges for the contractor.
