About this opportunity
The Department of the Air Force Air Combat Command is seeking water testing and analysis services for Mountain Home Air Force Base through a Request for Quote (RFQ) solicitation. The contract requires a laboratory located in Idaho that is certified by the EPA and Idaho Department of Environmental Quality to conduct comprehensive water sample analyses, including tests for Coliform, TTHM/HAA5, Lead/Copper, Nitrate, Radium, and PFAS compounds. Contractors must provide sample containers, chain of custody forms, and comprehensive reporting of analysis results to both EPA/IDEQ and Bioenvironmental Engineering. The government will evaluate offers based on price, past performance, and technical capabilities, with quotes to be submitted via email to designated contracting specialists. Potential bidders must submit their questions by January 3, 2024, and the final quotes are due by January 29, 2025.
The solicitation is set aside exclusively for small businesses and will result in a 5-year Blanket Purchase Agreement with a total ceiling value of $206,116.58. The place of performance is Mountain Home AFB in Idaho, with work hours typically scheduled Monday through Friday from 7:30 AM to 4:30 PM MST, excluding federal holidays. If the laboratory is within one hour of the base, Bioenvironmental Engineering will handle sample pickup and delivery; otherwise, the contractor must manage transportation. Payment will be processed through the Government Purchase Card (GPC), and contractors are expected to provide a comprehensive price list for the various water testing services outlined in the Performance Work Statement. The contract includes provisions for sample analysis of multiple water quality parameters, with specific requirements for reporting and certification.
