About this opportunity

The Department of the Navy Naval Facilities Engineering Command has awarded contract N6247326C1900 to The Meridian Group DC, LLC on a sole-source basis for water security services supporting Commander, Navy Region Southwest and Naval Air Station Fallon, with a base year cost of $720,400 and a four-option period total estimated cost of $3,824,700.

The justification invokes 10 U.S.C. 3204(a)(1) and FAR 6.302-1 (only one responsible source). The Meridian Group DC, LLC is found to be the only firm capable of satisfying all four key functional requirements: securing water rights from non-federal entities, litigation and regulatory compliance expertise in water rights matters, management of federal and state water resource requirements, and development of land use maps. A sources sought synopsis was issued, but no other firms demonstrated the ability to perform all stated requirements; most submitted representatives of only one or two capabilities. The contract supports mission-critical execution of water rights expertise and planning for installation resilience and legal defense, including identifying and executing water rights impacted by the Fallon Range Training Complex Modernization Project, managing water rights for installations under California's Sustainable Groundwater Management Act, and developing clear land use maps determining the extent of the Navy's water rights and permits. The base year was funded through Fiscal Year 2026 Operations and Maintenance appropriations. Award date is May 29, 2026. Place of performance is Naval Air Station Fallon and Commander, Navy Region Southwest installations.
