About this opportunity
The Naval Research Laboratory (NRL), under the Department of the Navy Office of Naval Research, intends to procure research and development services, operations, and systems engineering expertise for non-commercial space technology research. The scope encompasses RF atmospheric exploration, antenna system operations and maintenance, transmission and reception of RF energy, assessment of atmospheric effects on RF propagation, and detection and analysis of space anomalies at NRL-owned facilities in Hawaii. Critical requirements include contractor capability to obtain and maintain a site access agreement with Intelsat General Corporation, which owns the property where the Government antennas are located, and ability to maintain a fully cleared workforce with TS/SCI eligibility throughout the contract period. While the notice does not explicitly detail evaluation criteria, the technical and security requirements indicate emphasis on RF expertise, antenna operations capability, and personnel security clearances. The pre-solicitation was posted on March 17, 2026, with a due date for responses or questions anticipated by May 1, 2026.
This procurement involves no set-aside designation and is being pursued on a sole source basis with Intelsat General Communications LLC, the incumbent contractor located in McLean, Virginia. The notice does not provide specific award values or budget ranges for the anticipated contract. The effort will focus on NRL's 30-meter (PAM2) and 11-meter (PAM3) antennas located at the Paumalu (PAM) site on Oahu, Hawaii, as well as other current and future NRL-owned antenna systems in Hawaii, including the Opana facility. The contract will support Department of Defense space and airborne assets through continued radio frequency atmospheric exploration and specialized RF research activities involving high-sensitivity receiver systems and precision antenna pointing.
