About this opportunity

The Department of State Office of Acquisition Management, through its Regional Procurement Support Office in Frankfurt, Germany, is soliciting proposals for complete water infrastructure improvements at the U.S. Embassy in Managua, Nicaragua. The project encompasses full replacement and relocation of the exterior potable water system designed for a minimum 25-year service life with system redundancies, as well as stormwater utility infrastructure improvements including an expanded retention facility and infiltration gallery to address previous flooding issues. The successful contractor must provide comprehensive construction services, project coordination, and supervision while maintaining continuous water service and full operational capability of the Embassy Compound throughout all construction activities. Additionally, the contractor must coordinate with another contractor currently engaged in a separate building upgrade project at the Embassy site. The Pre-Solicitation Notice was posted on April 16, 2026, with interested parties required to respond by the April 30, 2026 deadline.

This procurement carries no set-aside designation and is classified under NAICS 237990 (Other Heavy and Civil Engineering Construction) and PSC Y1EZ (Construction of Other Industrial Buildings). The estimated project value ranges between $1,000,000 and $5,000,000 in U.S. dollars, though this range is provided for general orientation only and does not reflect the Independent Government Cost Estimate, which could fall at either end of the spectrum. Award of a firm-fixed price construction contract is anticipated in the fourth quarter of 2026. The work requires phased construction to ensure uninterrupted Embassy operations during the project duration, with the contractor responsible for managing the complexity of concurrent infrastructure replacement and stormwater system expansion.
