About this opportunity

The United States Marine Corps, through the Marine Corps Installations National Capital Region (MCINCR-RCO), is conducting market research to identify small business vendors capable of supplying 5-gallon reusable water bottles and associated delivery and exchange services for various locations at Marine Corps Base Quantico, Virginia. The bottles must be commercially available, BPA-free polycarbonate or PET plastic, and compatible with both top-loading and bottom-loading office water coolers, with specifications requiring durability to withstand frequent handling, weights of 25-45 pounds when full, temperature variations, and pressure-resistant construction. Interested vendors located within approximately 50 miles of the base must submit a maximum 2-page capabilities statement by January 26, 2026 at 10:00 AM EST via email to Contract Specialist Michael Thompson and Contracting Officer Kellie Holley. The evaluation will consider government experience, business details, small business designations, available contract vehicles, pricing structure, and best practices related to water quality, sanitization processes, and compliance with federal, state, and local drinking water standards. This is a Sources Sought Notice issued solely for market research and information-gathering purposes, and does not constitute a formal solicitation; no contract will be awarded as a result of this announcement.

This opportunity is designated as a Total Small Business set-aside, making it available exclusively to small business entities meeting SBA size standards. The notice does not identify any current incumbents or provide specific award values or budget ranges, as this is a pre-solicitation market research phase intended to gather vendor capability information prior to formal solicitation development. No specific quantities of bottles or service timelines are detailed in this RFI, though the eventual solicitation will specify the exact requirements for each identified location at Marine Corps Base Quantico. The submission of information in response to this market research notice is entirely voluntary, and any information provided becomes government property with no commitment from the government to issue a subsequent solicitation or award a contract.
