About this opportunity
The Bureau of Reclamation seeks wastewater testing services for its Flaming Gorge Field Division in Dutch John, Utah, with proposals due June 12, 2026 at 8:00 AM EDT. The procurement is set aside for Women-Owned Small Businesses at 100 percent.
Place of performance is the Flaming Gorge Field Division in Dutch John, Utah. The contract runs from July 1, 2026 through June 30, 2031, comprising a base period plus four one-year option periods anticipated to be exercised on June 1 of each respective year.
The contractor's laboratory must hold Utah Environmental Laboratory certification, be accredited under NELAC standards, state-certified, in good standing with no pending reviews or investigations, and participate in the EPA Quality Assurance Program. All employees performing analyses must hold current and valid certifications in required methods. The contractor supplies sample containers with preservatives, chain of custody forms, and sampling instructions; the government collects and ships samples via Express Overnight USPS. The contractor must deliver containers and documentation to the Field Division within 14 calendar days of award and complete analysis and submit electronic reports within 14 calendar days of sample receipt. Testing includes monthly influent and effluent analysis (BOD5, total phosphorus, total Kjeldahl nitrogen, total suspended solids, ammonia as N, nitrate as N, and ortho phosphate as P) and annual testing for filterable solids on effluent and culinary water. The contractor arranges and pays for all shipping costs.
Evaluation is based first on technical acceptability—whether the contractor holds Utah Environmental Laboratory certification and can perform all required testing while meeting designated hold times—followed by price consideration. The NAICS code is 541380, Testing Laboratories and Services. Service contract labor standards apply per wage determination 2015-5497 (Revision 28, dated May 13, 2026). Payment is made electronically through the Invoice Processing Platform system.
