This Sources Sought/Market Survey is seeking all interested businesses for competitive consideration. The 20th Contracting Squadron, located at Shaw Air Force Base, SC, is seeking capability packages to determine the size and types of businesses available for a firm fixed-price contract for providing all labor, supervision, equipment, supplies, materials, transportation and all other materials to perform Operation of Waste Water Treatment Plant and Waste Water Disposal as defined in the attached Performance Work Statement (PWS). The applicable NAICS code is 221320 and business size of $7.0M. The contractor shall furnish all personnel, vehicles, tools, supplies and equipment required to operate and maintain the Wastewater Treatment Plant (WWTP) at Shaw Air Force Base (SAFB) located in Sumter County SC and the Wateree Recreation Facility located in Kershaw County SC, and to pump and haul wastewater for disposal from Wateree Recreation Facility (WRF) to SAFB. Operations and maintenance shall be in accordance with South Carolina Department of Health and Environmental Control (DHEC), National Pollutant Discharge Elimination System (NPDES) Permit Numbers SC0024970 and SC0044440, the Clean Water Act, the Pollution Control Act, the plant's operation and maintenance (O & M) manuals and all applicable federal, state and local laws, regulations, standards, and commercial practices as described in the performance work statement (PWS) with the focus on safety and customer service. The contractor is encouraged and expected to use innovative approaches to efficiently and effectively accomplish contract requirements in a timely manner at reduced costs, and in a way, which fosters pride and ownership in the work, performed. All chemicals must be coordinated through Hazmart (building 231) for entry into Enterprise Environmental, Safety, and Occupational Health Management Information System (EESOH-MIS). This is expected to be a Hubzone small business set aside.
NOTE: This is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or a solicitation announcement. All responses are requested no-later-than 5 July 2013 by 2 PM EST. All interested firms shall provide one complete copy of the capability package. Capability packages may be submitted via email or hard copy. Address all capability packages to: 20th CONS/LGCAA, 321 Cullen Street, Shaw Air Force Base, SC, 29152, and Attention: Mr. Martin Chalmas, Contracting Specialist or email to martin.chalmas@shaw.af.mil. All responses shall be limited to no more than ten (10) pages. The Government will not pay for any material provided in response to this survey nor the return of the data provided. The results of this Sources Sought/Market Surveys will be considered to be in effect for the period of one year from the date of this notice.
