About this opportunity
The Department of Veterans Affairs intends to award a sole source bridge contract for waste and recycling pickup and disposal services at the VA Healthcare Central Western Massachusetts facility (LEADS, NORTHAMPTON) in Leeds, Massachusetts, with a response deadline of September 28, 2026, at 10:00 AM Eastern Time. This procurement is structured as an 8-month sole source stopgap (October 1, 2026 through June 1, 2027) to DBI Waste Systems INC, 377 3rd Street, Everett, Massachusetts, pending completion of a full competitive RFQ for a base plus 4-option-year term.
The authority for sole source award is FAR 6.302-2 (Unusual and Compelling Urgency). The current contract (36C24121D0009) expires September 30, 2026 with no contractual extension option. A prior RFQ (36C24126Q0568) did not result in timely award due to protest proceedings, creating unacceptable service continuity risk; hazardous waste accumulation at the facility would result from any lapse in collection services.
NAICS 562111 (Solid Waste Collection) applies with a $47 million size standard; PSC is S205. The contractor bears full responsibility for comprehensive waste and recycling management, including collection, disposal, training, and compliance support for all Federal, State, and Local regulations at the facility.
The contracting office is located at 718 Smyth Road, Manchester, New Hampshire 03104. Interested parties should contact Contracting Specialist James L. R. Moore at james.moore14@va.gov or (603) 624-4366. The Contracting Officer retains sole discretion to conduct a competitive procurement based on responses received.
Notice text
Notice of intent to award a sole source bridge contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for 8 Month Base with DBI Waste Systems INC 377 3rd st Everett MA for the VA Healthcare CWM (LEADS, NORTHAMPTON) to obtain Waste and Recycling pickup/disposal. While procuring a new Base plus 4 option years contract.
The current contract 36C24121D0009 ends on 9/30/2026 with no contractual ability to extend. The current RFQ 36C24126Q0568 did not result in an award in time to prevent a lapse in service due to a Protest. A new RFQ is being developed for a base plus 4 option years. This sole source bridge contract with the current vendor will continue service without interruption or risk of service while the new RFQ is being developed. No other contractor can be installed before the contract expiration date without creating a critical service delay. Which would result in hazardous accumulation of waste at the facility.
Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 562111 Solid Waste Collection with a $47 Million Size Standard. The PSC is S205.
The authority for this action is FAR 6.302-2 Unusual and Compelling Urgency due to not being able to award a new Base + 4 option years from RFQ 36C24126Q0133 and 36C24126Q0568.
