About this opportunity
The 97th Contracting Squadron at Altus Air Force Base intends to award a sole-source contract to Ward Diesel for a NO SMOKE direct source diesel exhaust filtration system, with capability statements due by 28 September 2026 at 5:00 PM CDT. No set-aside applies. Funds are not presently available; award will not be made until funding is secured.
The requirement is fleet-specific for two structural firefighting trucks at Altus Air Force Base, Oklahoma: a 2009 Pierce Saber 2WD truck (Engine 11) and a 2011 KME 4WD truck (Engine 12). The system must be a commercial-grade, vehicle-mounted, direct source diesel particulate filtration system with automatic, hands-free operation. It shall use ceramic diesel particulate filters, operate at the station and on-scene without hanging hoses or building modifications, and meet OSHA, NIOSH, and NFPA standards. Installation must be performed by the manufacturer and not subcontracted. The specification references Ward Diesel's patent-protected NO SMOKE System (U.S. Patent 4,803,838) and requires the system be installed after the engine's after-treatment device and before the diffuser tip.
Prospective contractors must submit capability statements by email only (Microsoft Word or Adobe PDF) to daric.giles@us.af.mil and 97CONF.PKA.Contracting@us.af.mil. Statements must include technical data, cost information, and evidence of capability to meet requirements. All offerors must be registered in SAM with a Unique Entity Identifier prior to submission. The pre-solicitation is available only online at sam.gov; no paper copies will be furnished.
