About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base seeks three WallHound-Pro Wireless Detection and Deterrent Alert units and one SentryHound-Pro Folding Ferrous Detection Portal, with responses due October 20, 2026 at 12:00 PM EDT. This is a sole-source procurement under FAR 12.102 limited to brand-name products from Berkeley Varitronics Systems, identified as the only manufacturer meeting Intelligence Community Directive 705 operational and technical requirements; market research in August 2026 found the product category unavailable through existing BPA contracts or EITaaS storefronts, and an RFI yielded only one responsive quote from the same vendor.

Place of performance is distributed across four Air Force locations: Wright-Patterson Air Force Base, Ohio; Robins Air Force Base, Georgia; Tinker Air Force Base, Oklahoma; and Hill Air Force Base, Utah. The WallHound-Pro units must be self-contained, passive, locally alerting systems capable of detecting 2G/3G/4G/5G cellular signals, 2.4 GHz and 5.8 GHz WiFi, and Bluetooth/Bluetooth LE signals, with 125-foot maximum coverage, 70 dB range, removable omnidirectional and directional finding antennas, 110 VAC and 12 VDC backup battery, dry contact triggers, color-coded visual displays, voice alerts, stanchion mounts, and TAA compliance. The SentryHound-Pro ferrous detection portal must include eight ultra-sensitive zone-specific sensors (head/shoulders, chest/waist, thighs/knees, ankles/feet), horizontal range of 32 to 64 inches between dual poles or 18 to 32 inches with a single pole, 75-inch vertical range, free-standing gated configuration, directional LED indicators, integrated adjustable siren, security keylock, and TAA compliance. Award will be firm-fixed-price. The contracting officer will determine fair and reasonable pricing through lowest-price technically acceptable competition among GSA vendors capable of providing the requested brand, or if only one quote is received, will apply FAR 15.404-1(b)(2)(ii) pricing methodology. Lt Col Ionio Q. Andrus serves as Ombudsman for offeror concerns.

Notice text

Lt Col Ionio Q. Andrus has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
