The justification cites FAR 16.505(b)(2)(i)(B) as the authority for limited sources, restricting consideration to brand name products from Berkeley Varitronics Systems (BVS), identified as the only manufacturer meeting the specific operational and technical requirements mandated by Intelligence Community Directive 705. Market research conducted in August 2026 found the product category unavailable through existing BPA contracts or EITaaS storefronts, and an RFI to known vendors resulted in only one responsive quote from the same BVS products. The contracting officer will determine fair and reasonable pricing through lowest price technically acceptable competition among GSA vendors capable of providing the requested brand, or if only one quote is received, will apply FAR 15.404-1(b)(2)(ii) pricing methodology.

I. Contracting Activity.

II. Nature and/or description of the action being processed.

Per Intelligence Community Directive 705 (Physical and Technical Security Standards for Sensitive Compartmented Information Facilities, Under Chapter 7 (Intrusion Detection Systems) and Chapter 11 (Technical Security), of the ICD/ICS 705 Technical Specifications, The Certified Liaison/Accreditation Authority mandates Radio Frequency (RF) monitoring and the mitigation of cellular, Wi-Fi, and Bluetooth signals to eliminate the risk of data exfiltration or unauthorized surveillance.

To fulfill this mission requirement, AFLCMC/IN requires a configuration that is a self-contained, passive, locally alerting system with 2G/3G/4G/ 5G non-mmWave cell phone detection, 2.4 GHz & 5.8 GHz WiFi detection, Bluetooth & Bluetooth LE - Low Energy detection, and a passcode touchscreen interface for tamper-resistant settings and control over all parameters, operating without a PC or any external/ internal network device. The system must also provide an internal battery for backup power, directional antennas for pinpointing areas of interest, a portable stanchion, and a ruggedized USB cable for firmware updates. INL located at Hill AFB specifically requires a dual pole ferrous detection system that includes unique motion detection and omnidirectional alerting system designed for rapid detect and deterrent strategies to secure network facilities. Based on technical review and/or operational testing, the alternatives evaluated did not meet all mandatory salient characteristics at the required level of quality.

III. Description of supplies/services required to meet agency needs.

AFLCMC/IN has a requirement for a quantity of 3 wireless detection and deterrent alert systems with the following specs:

- CW Detection of:

- Wi-Fi 2401-2473MHz and 5150-5835 MHz

- Bluetooth and BLE 2402-2480 MHz

- All U.S. and International Cellular Bands

- Demodulation:

- 2.4 GHz Wi-Fi Channels

- 5 GHz Wi-Fi Channels

- Bluetooth Channels

- Bluetooth Low Energy Channels

- 125ft Max coverage

- BSSID, SSID, Device ID, WPA, WPA2, MACm Channel/Band # detection

- Range: 70 dB

- Sensitivity: 4MHz, 20 MHz

- Bandwidth Resolution: 4MHz, 20 MHz

- (3) Removable omni-directional SMA antennas

- (3) Removable DF antennas

- 110 VAC and 12 VDC internal backup battery

- Dry contacts for external trigger of cameras, DVR and speakersUSB for firmware upgrades

- 12” x 12” color-coded visuals with adjustable brightness and flashing patterns

- Voice alerts

- Stanchion Mount

AFLCMC/IN also has a requirement for one ferrous detection portal with the following specs:

- (8) Ultra-sensitive sensors

- sensors (4 per pole) to pinpoint contraband in each zone head/shoulders zonechest/waist zonethighs/knees zoneankles/ feet zone

- IR connection and motion sensors tether poles for enhanced false trigger rejection

- Horizontal Range: 32 to 64 inches between 2 gated sensor poles18 to 32 inches using single sensor pole

- Vertical Range: 75 inches (from head to toe)

- Free standing gated portal

- Free standing bi-directional gated lanes

- Omni-directional, daylight-bright, top dome color blinking LEDsDirectional blinking color LEDs (zone specific for security personnel)Integrated siren with adjustable volumeDry trigger contacts for alarms, DVRs, video surveillance, intrusion detection systems, etc.

- ON / OFF security keylock for all functions

- TAA Compliant

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

The specific exception that precludes the fair opportunity process for this acquisition is FAR 16.505(b)(2)(i)(B). This requirement restricts consideration to a brand name product from one is the only manufacturer found that meets these specific requirements for this mission set. Upon RFI submitted on GSA, only one contractor responded with a quote and it was the same BVS products that IN had initially found.

Other manufacturers lack certain required specs such as the ability to make this system isolated from the network IN is securing.

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

A fair and reasonable price determination will be made by the contracting officer based upon a lowest price technically acceptable competition among GSA vendors capable of providing the requested brand. It has been determined that this contract vehicle is the best contract vehicle to ensure fair competition among brand name resellers as well as satisfying the Government's requirements for fair and reasonable pricing based upon adequate price competition. In the event only one (1) quote is received the Contracting Officer will determine a fair and reasonable price based on FAF 15.404-1(b)(2)(ii).

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

Market research conducted August 2026 indicates the requested item/product category is not included via BPA contract vehicle or EITaaS storefront. The program office issued Requests for information (RFI) to known vendors of the required information technology items.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.

AFLCMC/IN will periodically check with AFMC/A6 for further increased or relaxed product selection criteria that may affect this Class Exception.
