About this opportunity
The Defense Finance and Accounting Service (DFAS) is conducting a market research initiative to identify qualified vendors capable of providing walk-off carpet services at its Rome, New York facility located at 325 Brooks Rd. The procurement seeks a highly qualified and proven company to supply, exchange, and maintain walk-off carpets at multiple entry points throughout the facility. Key requirements include U.S. citizen contractor personnel, compliance with facility security protocols and clearance procedures, and carpets that meet specific performance standards including freedom from dirt, dust, and foreign residue with proper backing to minimize mat migration. The carpets must maintain cleanliness and functionality across various floor surfaces including tile, carpet, and concrete areas. This pre-solicitation notice, posted on December 5, 2025, is designated as a Request for Information (RFI) only and does not constitute an actual solicitation for quotes or create any contractual obligation. Interested contractors should email their responses directly to Contracting Officer Miranda Amir at miranda.j.amir.civ@mail.mil by the December 12, 2025 deadline, with responses to be treated as confidential and used solely for market research and requirements assessment purposes.
The procurement involves no set-aside designations and does not identify any current incumbents or incumbent contractors. Service delivery will operate on a seasonal basis with walk-off carpets exchanged every two weeks from May 1 through October 31 and once weekly from November 1 through April 30 each contract year. The contract structure includes one base year with four optional one-year renewal periods, establishing a potential five-year performance timeline from May 1, 2026, through April 30, 2031. The RFI Schedule of Items document provides detailed pricing requirements across the base year and option years, though the specific dollar values or budget authority are not disclosed in this pre-solicitation phase. James Seamans is identified as the Contracting Officer Representative for this procurement, which is currently in the sources sought phase focused on evaluating available market capacity and capabilities before formal solicitation.
